[TW for mention of Rape]I’m looking for assistance on information in Northern Virginia

A friend asked me for help. She was assaulted walking home one day in a creek. Took action for a conviction and the guy got off with a slap on a wrist and wasn’t even put in jail while waiting for trail.

Now the guy is following her. Showing up at her place of work and at her home. He doesn’t do anything but stare for long periods of time and than leaves. Today she started asking me for help and questioning me on Double Jeopardy within the state of Virginia.

If anyone has any resources or links about what steps she could take, it would be really appreciated.
